Gilded Age politics was dominated by political machines, which ran almost all aspects of politics and voting, and the spoils system, which gave civil service jobs to party loyalists.  James Garfield, elected in 1880 was astounded by how many unqualified job applicants appealed to him and his staff for jobs.  One of those applicants who was denied by his staff was Charles Guiteau, who shot and killed Garfield in retaliation.  The senselessness of this act led Garfield’s successor, Chester A. Aurthur, to pass the Pendleton Civil Service Act in 1883, which helped weaken the spoils system and created a professional bureaucracy based on merit.
